Open two or more documents in Photoshop Elements.
Go to Edit > Preferences > General.
Tick the box next to "Allow Floating Documents in Full edit Mode."
Then click OK.
After that, you can go to Window > Images > Float all in Windows.
Your documents will populate in separate windows.
