How can I add an Outer Glow to my text in Photoshop Elements?

Select the text layer.
Click on the Effects panel above the layers panel.
Choose Layer Styles (2nd icon in the row of icons in the Effects panel.)
Move your cursor over to the right of the icons and click on the drop-down menu. Choose Outer Glows from the list.
Double-click on the icon labeled "Simple" that populates in the effects box after you choose Outer Glows. This applies the glow to your text.
Now look in the Layers panel again. You'll see the letters fx on the text layer.
Double-click on those fx letters to activate the Style settings dialog box.
Use the sliders in the box to tweak your outer glow to your liking. I find that the simple one is a little heavy for my tastes.Select the text layer.
