The enter key is not working (does not return carriage or start a new line) with the Text Tool in Photoshop or Elements. How can I fix it?

When the "Enter" key does not return you to start a new line in Photoshop or PS Elements, press the Numbers Lock key.
This happens when the Numbers Lock accidentally gets pressed (or has been selected prior to opening PS.)

The Numbers Lock key does not exhibit this behavior in Word or other software, but it will cause the "Enter" key to stop working properly in PS.
Once you release the lock, the Type tool will start working properly again.
