My layer is locked. How can I drag it to another document?

When a layer is locked, try moving the layer from the Layers Palette.  Just click and drag the layer over to the new document.

If this doesn't work, duplicate the locked layer by pressing Ctrl G (Mac: Cmd G) in Elements or Alt Ctrl G (Mac: Opt Cmd G) in Photoshop.
Once the layer is duplicated, you should be able to move the top copy to your new document.
