Default moving photos into templates PSE7

Not sure if I can explain this but here goes...I was watching a tutorial and it was illustrating how to move a photo into a frame on a template. When it moved the photo out of the project bin onto the frame a scale appeared above the photo that was used to zoom in and out a bit to adjust the view.
Can anyone tell me how to get this scale to appear?

Is it possible that the scale was a part of the software that the tutorial author used to capture their desktop as they worked?

Number one, I wouldn't use the Project Bin for making scrapbook pages. It will result in distorted elements and an occasional random gray box behind your element.

Use the File > Open command to open elements and photos in new windows then drag them from the window or layers palette directly to your working scrapbook page document.

To resize, type Cmd/Ctrl-T then click-drag one of the corner handles. If you leave "constrain proportions" checked in the options bar, you won't have to worry about distorting the image as you resize it (this is for PS Elements only).
