There's different way to do it Jen.
Often the camera will have software on it/with it that allows you to view the video and "grab" pictures from it, I know mine does. Another way would be to play the video on the computer (using mediaplayer or itunes or whatever) and then do a print screen. The quality/resolution won't be that awesome, but should be good enough to go on a scrapbook page.

You can use IMovie to extract a photo from video.. don't know if you're on a Mac or PC.. I'm sure there is a way to do it on the PC also.. the resulting photo will depend greatly on the quality of the video.. The photographer at my daughter's wedding missed a number of photos and I was able to extract them from video.. they're not the highest quality but as long as you keep them small they're OK.

Yes, Windows Movie Maker (if you're on a PC) will do it very easily. I've done it frequently. Won't be as high-res but still useable.

Jen, I did some research and that capture functionality is gone if you have Windows Live Movie Maker on Windows 7.
But I did find some software that will do it.
