I've never made them, but I've bought a ton for my kids. Just found a huge pack at Fred's last week for $1. They all use shoelaces of some sort so the ends don't fray. And even the shoelaces, after repeated use, still disintegrate and fray. I would definitely use shoelaces. And if you can, maybe glue the outlines on some cardboard (that is thin enough to cut through) or something like poster board, to give it a little more structure. The laminating will help, but I would think that for a small child, they would need the sturdiness so it wouldn't flop around while they were trying to manipulate the laces. Just my two cents!

Lisa, well, these are probably worth about $1
But I've bought packs of them over the years for both kids. I can usually find them at nicer toy stores.Have fun! I'd love to see photos of them if you decide to do them.
