Default Postage stamp edges

I've noticed on some of the posted layouts that the paper has a cut edge that looks like a postage stamp. Could someone tell me how that is done? Is there a tutorial for that?

Not sure if this is what you mean, but, here are two products that are used as masks to give the perforated postage stamp look.
