One of the best tutorials/explanations of using actions in PS I've ever seen:
Reel Time Tips Episode No. 02: Custom Photoshop Actions  As the the question about using actions in PSE 8 ... you still can not write/create your own in PSE. You can use SOME that are written in PS in PSE, but not all will work. If the action uses a feature that PSE does not support (such as LAB mode) it will fail. There is really no way of telling until you attempt to use a PS action in PSE. Your best bet is to only purchase actions that specifiy they are for use in PSE.
