I click on the first layer to hightlight it, then while holding down the Shift key I click on the last layer. And it changes the highlight to the last layer only.
I try using the ctrl key the same way and it only makes marching ants around the last layer clicked. So frustrating!

I can't remember how PS CS7 works, but if all else fails, you could try to reset everything back to the defaults. I have to do this once in a while.
Right after starting Photoshop (don't wait for the the splash screen), press and hold Alt+Control+Shift on a windows system. Press and hold Option+Command+Shift on a Mac. A window will pop up asking if you want to delete the current settings. |

It does not work in Photoshop 7. You can click the box to the left of layers you want to move together to link them. After you move them, you can click that same link icon in the box to unlink them.
This is for PS7 not PSE7.
