It's hard to see the details exactly, but, I think I would use one of Anna's distressed brushes to achieve a similar look.
Distressed ToolSet No. 03 BrushSet - Photoshop Brushes DesignerDigitals ![]() You might have to use the brush on several different layers and then move the different parts to where you want them. You can use the erasure tool to erase parts you don't want, play around with the opacity, size, etc.

I can't wait to see Anna's spray brushes, but in the meantime I checked out her overlays in the store and just had to get a few more of them. Some that I thought you might like to try while you are waiting are:
