I've heard a lot that you cannot do text in a circle in PSE, but I've been using it and here is how:
1. you create a new layout (a square the size you'd like, ie: 4x4, 8x8,12x12 inches)
2. Select a font or combo of fonts in a size you would like and write across from beginning of the left edge to end of right edge leaving just one space before ending.
3. Go to layer and simply your layer
4. Go to Filter
5. Select Distort and from there go to Polar coodrinates
6. Select Rectagular to polar
7. And there you have it!
If you would like your text to be read the opposite way, just turn your text aroud before you polarize it!
