Most of the time I start with the photos as I scrap chronologically. I am always doing three books at one time (one for me and one each for my two dd's). Sometimes I am doing additional books, like currently I am working on our vacation from last fall which will be a separate book.
I almost always use template lately (partly because I am taking a few different online classes and they have the templates for the assignments.) I just think starting with the template makes it easier to get going and then I tend to try to "make the template my own" by moving things around and adding embellishments.
