I'm a PSP user too. What I usually do is:
1. Flatten layout (option available by right clicking on top layer)
2. I then resize to 600x600 (Image/resize or shift/s)
3. Finally I use file/export/jpg optimiser and resize down to app 150kb
4. Save this jpg and upload to gallery
But don't forget to NOT save the resized/flattened image. I always save the original as pspimage with all layers intact. (I just use the back button to go back a few steps).
