It's hard to see the details exactly, but, I think I would use one of Anna's distressed brushes to achieve a similar look.

You might have to use the brush on several different layers and then move the different parts to where you want them. You can use the erasure tool to erase parts you don't want, play around with the opacity, size, etc.
