This is true. You have to have Resample Image checked so that you are able to check the Scale Styles box as well. In other words, if you aren't able to check the Scale Styles box, first check the box by "Resample Image" and then you'll be able to.

This is only a problem if you're using layer styles instead of custom drop shadows.
