Life is too short to tag individual items. I do some tagging-- usually in bunches. CMD+K brings up your tag menu in iPhoto. You can select large numbers of items and just click on the tag, and BAM!, they are all tagged.
Keep it simple, and you will use it and enjoy scrapping.
