I have to retract my previous advice! Sorry! I looked up ACDSee Photo Editor 2008 and it does claim to have all the features you need. *very embarrassed face* After quite a bit of searching found this single tutorial for using templates:
Using Templates in ACDSee Photo Editor. So although there is much more support around for scrapping in PSE, it seems it is possible in ACDSee.
Oscraps has a lot of information about ACDSee, so perhaps that's the place to ask.
