The brush tool is one down and to the left of the eraser tool if you have your toolbar on the side. Also at the spot are the pencil tool, color replacement tool and the impressionist brush, all on a flyout menu. One of them might be showing right now on your toolbar and "Hiding" the brush tool from you. When you go to use it, simply open a new layer, choose the color you want to stmap, then choose the tool you want and stamp! Hope this helps!
